What is the InRESPONSE Program?
The InRESPONSE team responds to calls for service with a mental health first approach. The team is comprised of a licensed mental health clinician, a paramedic, a homeless outreach specialist, and supported by wrap-around support services providers. The goals of the InResponse program are to reduce the number of Santa Rosa Police and Fire department calls for mental health related services and homeless-related incidents; reducing the impact on local hospital emergency rooms; and providing a complete and holistic service, focused on an upstream approach that supports the unsheltered residents in our community.
About the Position:
Single-Role Paramedics serve as part of the coordinated City InRESPONSE team, participating in calls for service for mental health, homeless advocacy, social services, and provide basic and advanced life support medical care and treatment, including Advanced Life Support (ALS) care and transport to non-emergency facilities.
Working under the direct supervision of the EMS Captain assigned to InResponse and the overall direction of the Operations Division, Single-Role Paramedics work directly with Sonoma County Mobile Support Team (MST), Catholic Charities Homeless Outreach Service Team (HOST), and Buckelew Programs. They make critical decisions that impact the safety, well being, or life of patients and members of the City in stressful situations.
Single-Role Paramedic positions have been funded for a limited term until June 30, 2024. Positions may further extend or become permanent upon pending City council approval.
The Successful Candidate:
The successful candidate will posses the following:
- State of California EMT-P (Paramedic) License with the ability to obtain Coastal Valleys Emergency Medical Services Agency (CVEMSA) accreditation.
- Cardio-Pulmonary Resuscitation certification
- Valid California Class C driver's license
Additionally, we are looking for individuals who:
- have work experience on a transporting ambulance
- possess excellent communication and interpersonal skills
- are sensitive and respectful of cultural differences
- execute sound judgment that demonstrates the highest of ethical and moral standards in the performance of job duties and other situations, with and without explicit direction
- Bilingual skills are highly desirable, but not required

Examples of Duties and Responsibilities
- Drive and operate city vehicles
- Respond to service calls as part of a mental health and homeless outreach team and administer medical care
- Document patient care reports, incident reports and specific InResponse reports
- Operate a variety of tools and equipment related to emergency medical care
- Inspect and perform routine maintenance on medical equipment, city vehicles, and other support equipment
- Cleans and decontaminates medical equipment, vehicle, and station facilities
- Participate in continuous training in emergency medical care, mental health, and homeless outreach through both simulated and on-the-job exercises
- Operate communication equipment
- Operate mobile data computers
- Learn and study Fire Department rules and regulations and related subjects
- Follows all Federal, State, County, Local, and District laws, regulations, protocols, and policies including the Health Insurance Portability and Accountability Act (HIPAA)
- Perform routine inventory tracking and restock

Required Qualifications
Knowledge of: Applicable federal, state, county, and district regulations, practices, and procedures; principles of emergency ambulance and transportation procedures including first aid, resuscitator, and gurney operations, including safe emergency work practices; infectious disease control procedures; emergency radio communication procedures; medical terminology and documentation; emergency vehicle maintenance and operation, including all applicable federal and state driving licenses.
Ability to: Learn rules, regulations and operational procedures of the Fire Department; learn basic and advanced life support emergency medical care and CPR life-saving procedures; demonstrate a high degree of mechanical aptitude; learn the operating and mechanical principles of city owned vehicles and equipment; learn to drive and operate effectively and safely the full range of city owned vehicles and equipment used by the Department; learn the street location and physical layout of the City and major traffic; think and act quickly in emergencies; work effectively as a member of a team; understand and follow oral and written directions promptly and accurately; communicate orally effectively to individuals or in a group setting; learn through structured lectures in a classroom setting and through oral instruction in an on-the-job setting; comprehend and make inferences from written material; learn to operate and enter data into a computer terminal, personal computer or keyboard device; produce written documents using proper grammar and punctuation; deal courteously and effectively with the public; establish and maintain cooperative relationships with those contacted in the course of work; learn to instruct in a classroom setting.
Experience and Education: Any combination equivalent to experience and education that could likely provide the required abilities would be qualifying. A typical way to obtain the abilities would be: Experience - Full-time or part-time work experience on a transporting ambulance to demonstrate possession of the knowledge and abilities listed above; Education - Equivalent to completion of the twelfth grade.
License or Certificate:
- This classification requires the use of a City vehicle while conducting City business. In order to drive, individuals must be physically capable of operating the vehicles safely and must possess, and maintain throughout employment, a valid California Class C driver's license.
- Current State of California Emergency Medical Technician Paramedic (EMT-P) certification and current Cardio-Pulmonary Resuscitation certification are required and must be maintained throughout employment.
- Coastal Valleys Emergency Medical Services Agency (CVEMSA) accreditation is required within two (2) months of employment.
