City Engineer
Westminster is seeking an experienced, innovative leader, who demonstrates a high-level of customer service, to serve as its next City Engineer.
Centrally located between Denver and Boulder on the US 36 high-tech corridor is Westminster, Colorado. Experiencing a significant influx of residents over the last three decades, Westminster now boasts a population of 119,000 within 34 square miles straddled between Jefferson and Adams counties, with a greater metro population of 2,897,000.
The City of Westminster is a home-rule city that operates under a council-manager form of government consisting of six Councilors and a Mayor elected at-large.

The Public Works and Utilities Department maintains and enhances the safety and well-being of the community by providing exceptional water and wastewater service, engineering services, and operational support, including facilities and fleet services, to maintain the City’s extensive network of street infrastructure.
With 64 full-time employees, an operating budget of $13.5 million, and a budget of $50 million for capital improvement projects over the next 5 years, the department is organized into the Director’s office and three divisions. The City Engineer’s Division includes a Utilities Engineering section, a Citywide Civil Engineering section, and the City’s GIS and Asset Management team.
Reporting to the Public Works and Utilities Director, the City Engineer oversees the day-to-day operation of the City Engineering Division in the Public Works and Utilities Department. This position involves supervising public works, utilities, citywide civil engineering, and technical staff and activities. They are responsible for long- and short-term capital and infrastructure planning, as well as location, design, and construction of the City’s water, wastewater, reclaimed water, stormwater, transportation, and facility assets. The City Engineer is also responsible for assessing and overseeing the citywide Capital Improvement Project (CIP) work from a planning, budget, personnel, prioritization, and delivery perspective, in order to ensure citywide CIPs are completed on time and on budget.
The City Engineer will assist the Public Works and Utilities Director in leading a nationally recognized department as it embarks on five years of incredible capital improvements budgeted at nearly $350 million.
This position requires a bachelor’s degree in civil engineering from an accredited four- or five-year college or university, or comparable degree with major coursework in civil engineering, plus 5-10 years of progressively responsible experience in civil or similar engineering field. A minimum of five years of municipal capital project management experience is required. Three to five years of supervisory experience in the engineering field, or similar supervisory experience in a related field, is required. Registration with the Colorado State Board of Professional Engineers and Land Surveyors as a Professional Engineer (or the ability to obtain a professional engineering license through reciprocity with another state and/or within six months of appointment) is required.
A master’s degree in civil engineering or similar degree is preferred. LEED and ENVISION certifications and/or other sustainability certifications related to the industry, and/or a formal project management certification (such as PMP certification) are desired.
The City of Westminster is offering a salary range of $170,000-$212,507 for this position, depending on experience and qualifications.
