City Attorney

The City Attorney has three essential functions at the City. The position acts as an internal service consultant and advisor to the Mayor, City Council, and other City staff; leads the legal team and oversees the day to day administration of the City Attorney’s Office; and assists the City Manager with managing the city’s legal matters related to objectives and initiatives of the City Council. The City Attorney reports directly to the City Manager and is classified as an “at-will” position. This position exercises supervision over all assigned staff in the department. Supervision is channeled through the Deputy City Attorney for risk management personnel. This position is expected to attend evening study sessions and City Council meetings.
- To qualify for this position, you will need ten (10) years of progressively responsible full-time legal experience, including five (5) years of municipality or government law experience.
- Graduation from an accredited college or university with a Juris Doctorate. A member of the Oregon State Bar in good standing and licensed to practice law in the State of Oregon.

ABOUT THE CITY OF MEDFORD
Medford is located in Southern Oregon in the heart of the Rogue Valley and is the county seat for Jackson County. Located along Interstate 5 and just 27 miles north of the California border, Medford has 84,550 residents and is the regional industrial, medical and service center for 221,000 people, making it the fourth largest metro area in Oregon. Medford is a regional center for a seven county area serving southern Oregon and northern California.
Protected by surrounding mountains, Medford has a relatively mild climate and four distinct seasons, providing diverse opportunities for year-round recreational and cultural opportunities. The area is serviced by the Rogue Valley International Airport, which provides easy access in and out of the area. The airport is a full service airport that provides non-stop flights to seven large hub airports.
Medford operates under the Council-Manager form of government with the Mayor, who is elected city-wide and eight Council members representing four different wards. The City allocates resources through a biennial budget that is approved through June 30, 2021.
Typical Job Duties:
These duties are a representative example; position assignments may vary depending on the business needs of the department and organization. This position:
- Assists City Manager and departments to negotiate agreements with outside parties and other government entities.
- Reviews and comments on pending and enacted legislation; assists implementing state laws with affected departments.
- Provides training and updates in areas of government ethics, public meetings and records, and public contracting.
- Prepares responses to public records inquiries as directed.
- Employs modern methods to perform legal research in all areas affecting City operations.
- City Attorney or their designee represents the City in civil litigation, proceedings before state and federal agencies, labor arbitration hearings, appeals from the Municipal Court to a higher court, etc.
- Relates legal knowledge to solve complex municipal questions related to a number of factors, legal and otherwise.
- Establishes and maintains effective working relationships with others, including elected officials, court officials, other employees, and the general public.
- Prepares reviews and provides recommendations related to ordinances, resolutions, contracts, deeds, subdivision plats, and other legal documents.
- Attends and is engaged in meetings of City Council, and other staff, board and commission meetings.
- Prepares biennial department budget and authorizes expenditures.
- Exercises supervision and overall personnel management of all assigned staff. Assigns and monitors work load of staff.
- Evaluates and monitors staff performance.
- May be required to provide leadership in emergency situations.
- Upholds the values of the organization and has strong customer service orientation.
- Must have the ability to handle job stress and interact effectively with others in the workplace.
- Must be honest and truthful in all tasks and responsibilities.
- Performs other related projects and duties as assigned.
- Demonstrates regular, reliable and punctual attendance.
Job Qualifications:
- Graduation from an accredited college or university with a Juris Doctorate; and
- Ten (10) years of legal experience with a minimum of five (5) years of experience in a municipal or governmental law environment preferred, including leadership and management experience to perform the job effectively.
- Experience in supervision, evaluation and assigning work to staff.
- Current technical and professional knowledge of complex principles, methods, standards and techniques associated with the legal profession, including, without limitation:
- Excellent written, verbal and interpersonal communication skills.
- Knowledge of judicial procedures, rules of evidence, methods of legal research; interpreting and applying legal principles, etc.
- Knowledge of municipal, land use, criminal, administrative, real estate, labor and employment law, public contracting, public meetings and records, etc.
- Budget preparation, municipal business operations, etc.
- Member of Oregon State Bar, in good standing and licensed to practice law in the State of Oregon.
- Requires possession of a valid driver’s license by date of hire.
- New employees establishing resident status in the State of Oregon must obtain an Oregon driver’s license within 30 days (ORS 807.020 (1)).
- Must maintain an acceptable driving record.
- Requires completion of a background investigation to the satisfaction of the City.
