Senior Financial Management & Budget Coordinator

This position performs administrative and professional work managing the financial accounting and budgeting activities for all BOCC Departments, special revenue funds and enterprise funds. Ensures compliance with applicable policies, procedures, laws, and regulations. Provides countywide management and consultative services in multiple areas of expertise.

  • Plans, coordinates and supervises the fiscal accounting systems and budgets of all BOCC Departments, as applicable for Government agencies. Performs complex management and budget services, programs and support in a variety of areas.
  • Coordinates major programs, projects and/or events from start to finish; solves problems without direction takes the initiative and follows through on actions; demonstrates accountability; may serve as team leader.
  • Coordinates and completes various special projects as requested.
  • Coordinates the annual budget development process with departments and internally in OMB. These duties include pre-planning and assigning duties for the preparation and review of fund budgets, attending all departmental budget planning meetings and public workshops, developing and communicating budgeting assumptions to departments, instructing, assigning, reviewing and planning work of others; maintaining standards; coordinating activities; allocating personnel and financial resources.
  • Prepares Office of Management & Budget and applicable fund budgets.
  • Coordinates with Financial Manager and OMB Director on annual Capital Improvement Plan update; ensures CIP is appropriately incorporated into the annual budget
  • Coordinates and directs the development and submission of all BOCC budgets ensuring completeness, accuracy and compliance with established State TRIM requirements; reviews data entry into ERP budget system.
  • Manages compliance with the annual TRIM process.
  • Reviews BOCC meetings for financial actions taken and ensures action is reflected in the budget.
  • Processes non-departmental requisitions and invoices, as needed. Reviews department purchase requests greater than $5,000 to ensure accuracy and compliance with all County policies, as needed.
  • Develops, monitors and maintains a system of budgetary control prescribed by the Office of Management & Budget Director. Creates, reviews and processes budget transfers and amendments, ensuring compliance with budget programs and long-term planning.
  • Researches and informs Clerk Financial Services of accounting discrepancies/errors.
  • Assists Risk Management and Clerk Finance Functions in processing of insurance claims and reconciling associated accounts.
  • Analyzes and evaluates procedures; recommends and implements changes in the evaluation and administration of Department policies, programs and operations; implements and enforces internal accounting controls.
  • Prepares financial statements and cost reports by compiling and analyzing data; provides technical assistance on financial systems and operations to other departments; forecasts and projects financial results.
  • Coordinates the annual cash carry forward projection and true-up process, including pre-planning and assigning the preparation and review of cash forward schedules by fund. Prepares all applicable budget transfers and journal entries as assigned.
  • Coordinates annual PO Rollover and other end-of-year activities
  • Prepares reports and analyses in response to various data requests from external agencies
  • Assists with the preparation of presentations.
  • Coordinates the preparation of the annual budget summary book for distribution.
  • Updates and maintains Office of Management & Budget website.
  • Assists external auditors in review of financial operations by furnishing necessary data, responding to specific requirements and preparing certain tables and schedules.
  • Maintains and applies knowledge of budgeting and fund accounting principles and best practices; keeps current on applicable changes in statutes, regulations and pronouncements and presents supervisor with suggestions on how they should be incorporated in various activities.

This position requires a Bachelor’s Degree in Accounting, Finance, Business Administration, Economics or related field and three (3) years progressive experience in responsible Financial Administration and Accounting, a portion of which shall be acquired in a Government or similar public organization or a combination of education, training and experience that provides the required knowledge, skills and abilities. Working knowledge of Automated Financial Systems and Excel required. May require a valid State Driver’s License.

 

The salary range for this position is $61,021.65 – $92,851.55. The County provides a comprehensive benefits program and participates in the Florida Retirement System (FRS) and has a 3% employee contribution requirement.
