About the Position

Financial Analyst is a professional job classification assigned to perform responsible and complex budgetary and financial analysis in a variety of assignments.

The primary responsibility for the current opening will be to support the City's disaster recovery effort. The position will work with project managers in City departments, will prepare documentation and reporting for projects receiving Federal Emergency Management Agency (FEMA) and California Office of Emergency Services (CalOES) funding, and help close out these projects pursuant to grant guidelines.  In general, Financial Analysts work independently, under general supervision of the Budget and Financial Analysis Manager.

This position will report to the Budget and Financial Analysis Manager. Selection Process:
Applicants presenting with the most desirable qualifications based on a screening of the application materials, including responses to the supplemental questionnaire, will be invited to continue in a selection process that may consist solely of an application screening, or may include an oral appraisal interview, assessment center, or other activity selected by the Human Resources Department.  As a result of the selection process, an eligibility list of qualified candidates will be established to fill the current vacancy and may be used to fill any future vacancies that occur while the eligibility list remains active.

Examples of Duties and Responsibilities

Depending upon assignment, Financial Analyst duties may include, but are not limited to, the following:
  • perform financial analysis and research, prepare reports and make recommendations based on findings;
  • prepare presentations, staff reports and resolutions for presentation to City Council;
  • provide financial analysis, budget advice and consultation to the Finance department and all other City Departments;
  • identify discrepancies, reconcile and prepare adjustments on financial reports and documents;
  • conduct special studies, surveys, and other assignments of an administrative and/or operational nature;
  • present information to legislative bodies, community groups, and employee groups and answer questions;
  • assist with the coordination and implementation of departmental and Citywide budgets;
  • administer and monitor approved budget allocations, revenues, and expenditures; prepare periodic reports; and recommend budget adjustments as necessary;
  • review and analyze departmental budget requests and make recommendations for approval or modification;
  • develop the City's annual Operations & Maintenance and Capital Improvement Program budget documents;
  • work closely with the City's financial advisors to manage the City's investment portfolio, and maintain working relationships with financial institutions and advisors;
  • prepare monthly journal entry related to investment activity, maintain a record of all securities traded on the City's behalf and reconcile investment reports to support the monthly and year-end balances;
  • analyze and project the City's cash flow needs and determine strategy to maintain sufficient bank funds in order to assure City payment of expenditures while maximizing interest earnings;
  • coordinate and oversee the City's daily banking activities, including the receipt and recording of payments, and the allocation of charges throughout the City

Required Qualifications

Knowledge of: Principles, practices and methods of financial analysis, public sector budgeting, accounting, and contract administration; principles and practices of sound investment management; applicable local, state, and federal laws, rules and regulations pertaining to the investment operations of a municipal government; modern office practices, procedures, methods and equipment.

Ability to: Analyze, interpret and quickly act upon data related to the City's finances; evaluate complex financial and operational management issues and develop solutions; prepare clear and comprehensive fiscal, financial, and budget analyzes and reports; understand, interpret and apply rules and regulations related to investment operations; establish and maintain effective working relationships with brokers, financial institution personnel, City employees and the public; give clear and concise oral presentations; communicate effectively both orally and in writing.

Experience and Education: Any combination equivalent to experience and education that could likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be: Experience - Sufficient years of professional experience performing complex budgeting or financial analysis, which demonstrates possession of the knowledge and abilities listed above. Experience in an agency similar in size and complexity to that of the City of Santa Rosa is highly desirable. Education - Equivalent to a Bachelor's Degree from an accredited college or university with major course work in accounting, finance, or closely related field.

WORKING CONDITIONS/PHYSICAL REQUIREMENTS:

A Financial Analyst works primarily in an indoor office environment and travels outside of the office in order to attend meetings. Incumbents sit at a desk or computer for extended periods of time, with the ability to move about at will. Incumbents lift, move and access information from bulky reports weighing up to twenty (20) pounds. When preparing reports, an incumbent makes repetitive arm/hand movements to enter data and information into a computer using a keyboard; the incumbent makes similar movements when making computations using a calculator. The incumbent displays financial information graphically by developing charts and graphs manually and on a computer, and interprets graphically presented information. When explaining financial information to others, the incumbent communicates face-to-face, by telephone, and makes oral presentations to groups of people.
