Transportation Planners are relied on to define transportation planning and public policy issues, apply strategic thinking and analysis of physical, social, and economic conditions and trends to a wide variety of transportation planning issues, and oversee and evaluate the work of professional and technical personnel engaged in a range of bicycle and pedestrian planning programs and projects. A Transportation Planner possesses the full range of knowledge, abilities and experience required to perform difficult and complex work involving the application of professional planning principles and theory to various municipal transportation planning matters, traffic issues, and long-range land use.
The Transportation Planner works independently, exhibits judgment, and provides direction in the completion of high-level assignments, many of which have high public visibility. Incumbents serve as staff liaison to the Bicycle and Pedestrian Advisory Board and act as the representative for various regional boards and public meetings on complex, politically sensitive, transportation planning matters.
THE SUCCESSFUL CANDIDATE:
- Is experienced in current development review and advanced planning policy
- Has a strong professional background encompassing progressively responsible experience in leading transportation planning activities and supervising professional and administrative staff
- Is proficient in areas of long-range land use and transportation planning, funding opportunities, policy tracking and development, and legislative tracking and analysis;
- Possess the experience to oversee and supervise the work of City wide bicycle and pedestrian programs and projects
- Is adept at building strong relationships with internal and external stakeholders
- Effectively presents complex subjects to policy makers, outside organizations, colleagues, and members of the public
- Has the ability to perform established duties independently, as well as work collaboratively
- Master's degree is highly desirable

Examples of Duties and Responsibilities
Essential Duties: Depending on area of assignment, the following duties are considered essential for this classification:
- Plan, organize, and supervise the activities of the Transportation Planning section of the Transportation and Public Works Department's Traffic Engineering Division
- Act as single/primary point of contact for regional transportation planning organizations, such as the Metropolitan Transportation Commission (MTC) and Sonoma County Transportation Authority (SCTA), with focus on long-range land use and transportation planning, funding opportunities, policy tracking and development, and legislative tracking and analysis
- Develop transportation planning policy language for inclusion in both local and regional planning documents
- Analyze new and emerging local, regional, and statewide legislative and policy initiatives and changes; recommend and implement updates to City processes, codes, and policies
- Assist in the development of transportation projects and lead local and regional coordination efforts relating to funding and regional planning compliance;
- Perform difficult, complex, and politically sensitive assignments related to Public Works transportation planning matters
- Develop and upgrade the Transportation and Public Works transportation-related aspects of the General Plan
- Supervise, interpret, and compile economic, social, engineering, and related data used in the analysis of Transportation and Public Works transportation planning matters
- Work with other City departments involved with transportation planning in addressing City-wide transportation planning issues
- Prepare recommendations relative to current Transportation and Public Works transportation planning matters
- Review subdivisions and plans for compliance with applicable regulations
- Review traffic impact studies to evaluate environmental considerations of projects
- Perform research, planning, and technical analysis for Transportation and Public Works transportation planning projects
- Present staff reports and recommendations at City Council and public meetings
- Assist in preparing and reviewing division budget Supervise, train, and evaluate technical and/or professional subordinates
Additional Duties: In addition to the duties listed in the Essential Duties section, each employee in this classification may perform the following duties. Any single position may not be assigned all duties listed below, nor do the examples cover all duties which may be assigned.
- Provide staff support and guidance to the Bicycle and Pedestrian Board
- Assist the Deputy Director in the development and implementation of Division goals, policies, and priorities
- Perform related duties as assigned
Required Qualifications
Knowledge of: Principles and practices of traffic and transportation planning; pertinent regulatory codes and ordinances; recent developments, current literature, and sources of information regarding traffic planning and engineering; principles and practices of supervision, training, and performance evaluation; investigative principles and practices related to traffic operations and planning; computers and computer modeling as applied to transportation planning; budget and personnel management; safety practices related to pedestrians, the operation of vehicles and bicycles, as well as other modes of transportation; state and local laws of pedestrians, and vehicle and bicycle operators.
Ability to: Make complex engineering computations; supervise the analysis of traffic studies; apply transportation planning knowledge to specific problems and make appropriate recommendations requiring considerable discretion and independent judgement; communicate clearly and concisely, orally and in writing; compile data and prepare statistical and narrative reports; supervise, train, and evaluate technical and/or professional subordinates; establish and maintain effective working relationships with associates, subordinates, representatives of other agencies, elected officials, and the general public.
Experience and Education: Any combination equivalent to education and experience that could likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be: Experience – A minimum of six (6) years of progressively responsible professional level experience in transportation planning to demonstrate possession of the above knowledge and abilities, preferably including supervisory or lead supervisory experience; Education - Bachelor's Degree from an accredited college or university with major coursework in Transportation or Urban Planning, Civil, Traffic or Transportation Engineering, or related field. A Master’s Degree is highly desirable. Possession of a Master’s degree in a field related to planning may substitute for one (1) year of required experience.

Work is largely conducted indoors in an office setting, in meetings or traveling to other cities, which involves sitting for extended periods of time with the ability to move about at will. Incumbents in this classification communicate verbally in person, by telephone, in meetings and while making presentations. Incumbents read and comprehend written materials and draw inferences from their contents. A computer keyboard is used for word processing, spreadsheet and electronic mail applications, entering and retrieving data and producing written documents such as correspondence and reports requiring repetitive hand movements. Visual acuity is required to conduct site inspections. During site inspections incumbents may walk outdoors, with exposure to the elements, and over rough, uneven or rocky surfaces requiring the ability to bend at knees or waist. Incumbents occasionally lift and move reports or binders weighing up to 10 pounds and carry them for short distances.
