Senior Deputy Chief (Logistics Manager)

OCP manages the acquisition of over $5.7 billion in goods, services, and construction annually on behalf of 78 District agencies. In addition to contracting and procurement services, OCP’s Surplus Property Division collects, manages, and reuses District-owned and federal surplus property.

OCP is currently seeking to hire a Senior Deputy Chief (Logistics Manager) to serve as a key member of the Strategic Logistics Center (SLC) leadership and Management team and oversees logistical operation and vendor management to ensure commodities and resources are readily available to support the District's response to emergency and disaster events.  

The Strategic Logistics Center provides a wide range of mission-critical services to OCP divisions and the agency’s customers. This division executes agency acquisitions, maintains facilities including risk management, and administers the OCP fleet management program. Further, this division manages the District’s property disposal program, and in collaboration with OCP’s Procurement Division, coordinates acquisition efforts during declared emergencies.

Duties and Responsibilities

Develops, implements, and monitors all logistics management activities required for the timely and efficient transportation and distribution of products. Develops solutions that leverage the SLC’s volumes, systems, and partnerships while providing consistently high levels of customer service in a cost-effective manner. Identifies and prioritizes logistics needs and communicates recommendations to executive management in order to achieve efficient product distribution.

Directs the emergency preparedness and disaster programs for OCP. Oversees the development of emergency preparedness and disaster policy and procedures for all levels of OCP employees and staff. Develops, writes, and revises emergency plans including OCP’s emergency operations plan. Manages the execution of both strategic and tactical initiatives and engages all levels of the organization in the safety processes. 

Represents OCP in District and Federal-wide emergency preparedness planning groups and exercises. Partners with peer agencies to promote and integrate OCP’s emergency operations plans into the overall District emergency plan.

Designs, develops, and coordinates special projects and programs, and assessment and/or improvement of the management and processes of government facilities maintenance and physical security programs; recommends and formulates policies and strategies pertinent to the maintenance of government facilities and the interpretation of associated policies and legislation.

Qualifications and Education

Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Applicants who have the 1 year of appropriate specialized experience, as indicated in the table, are not required by this standard to have general experience, education above the high school level, or any additional specialized experience to meet the minimum qualification requirements.

MSS At-Will Statement:  Positions in the Management Supervisory Service (MSS) serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.

Starting salary: Commensurate with experience and education

Position Security Designation:  These positions have been deemed Security-Sensitive under the guidelines of the DC Personnel Manual. Incumbents of this position are subject to enhanced suitability screening pursuant to Chapter 4 of DC personnel regulations. Accordingly, applicants must successfully pass a criminal background and consumer credit check as a condition of employment and will be subject to periodic criminal background checks for the duration of their tenure. 

Residency Requirement:  If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.
